Sue Buske and Randy VanDalsen, the managing partners of The Buske Group, have taken an active role in recent years to draft amendments to proposed state cable franchising legislation, helping to preserve the public benefits that have been available through local franchises. Working with local government officials, PEG Access advocates and state legislative staff, we were a key part of successful efforts in California and Illinois to limit the damages that have occurred in other states where industry-crafted legislation was adopted. Today, state franchising laws in California and Illinois are widely recognized as the most consumer friendly of such laws enacted to date.
In the wake of the passage of California's state franchising law (the Digital Infrastructure and Video and Competition Act – “DIVCA”), The Buske Group has also provided advice and helped to prepare necessary ordinance language to ensure that the benefits available through DIVCA are realized for the following communities throughout the state:
